分析一個問題五個階段

這從宇文 渙部落格討論波蘭醫生的文章中看來的，給大家參考。我個人很欣賞宇文渙兄，他的文章大家可以看看。

分析一個問題時，可以分成五個階段 by 駱明慶教授

1. What is the problem? （搞清楚真正的問題到底是什麼。問題出在哪裡，為什麼發生？）
2. What is the ideal situation when there is no problem? （理想狀態，也就是沒有所謂的問題時，情況又是什麼樣子？為什麼？）
3. How do we go from here to there? (i.e. What is the proposed policy?) （改變的策略是什麼？）
4. 4. How will people respond to the policy change? (i.e. How does the policy change people’s incentives?) （直到這裡經濟學才真正出場..... 這個策略會改變人們的誘因結構嗎？人們會有怎樣的反應？）
5. Can we really go from here to there? （那麼，實際上真正的改變是....？）
